către forţele coaliţiei în timpul mai multor raiduri declanşate împotriva talibanilor şi a membrilor al-Qaida. Preşedintele Hamid Karzai a condamnat aceste operaţiuni fără discernământ ale forţelor străine şi a anunţat că astfel de acţiuni nu vor mai fi tolerate.

52 de civili afgani au fost ucişi în trei zile de lupte numai în provincia Oruzgan, din sudul ţării. Joi noaptea, alţi 25 de civili au fost ucişi în urma unui bombardament aerian NATO în provincia Helmand. Printre victimele acelui atac se numără nouă femei şi trei copii.

Forţele coaliţiei au anunţat totuşi că peste 60 de militanţi au fost ucişi în urma acestor operaţiuni. Un purtător de cuvânt al ISAF a precizat că atacurile aeriene au fost lansate pe baza unor informaţii sigure potrivit cărora în locurile atacate se află ascunşi talibani sau membri ai reţelei teroriste al-Qaida.

Soldaţi germani, aflaţi în Afganistan, au deschis focul duminică asupra unui vehicul care se îndrepta cu mare viteză spre una din poziţiile lor, şi au ucis doi civili afgani, rănind grav alţi doi, a anunţat Bundeswehr-ul într-un comunicat difuzat la Berlin.

La bordul vehiculului se aflau şase persoane, care nu au dat curs somaţiilor militarilor germani de a-şi opri maşina nici după focurile de avertisment trase în aer, a subliniat documentul. Soldaţii s-au considerat atacaţi şi au deschis focul asupra maşinii “în conformitate cu regulile în vigoare”, afirmă Bundeswehr-ul, citat de Agerpres.

Un tânăr afgan a murit la faţa locului, iar altă persoană a murit mai târziu, în urma rănilor cauzate de soldaţii germani. Alte două persoane care se aflau în maşină au răni serioase, scrie The Herald Sun.

Peste 2.000 de civili ucisi in Afganistan in 2008

2.118 civili si-au pierdut viata in violentele din Afganistan in 2008, in crestere cu 40% in comparatie cu 2007, a anuntat marti Organizatia Natiunilor Unite (ONU).

Raportul ONU arata si ca fortele proguvernamentale sunt vinovate pentru 39% dintre aceste pierderi de vieti omenesti, informeaza AFP preluat de Agerpres.

“Misiunea de asistenta a Natiunilor Unite in Afganistan (UNAMA) a inregistrat in 2008 un numar total de 2.118 civili ucisi. Cresterea numarului victimelor, cu aproape 40% in raport cu cei 1.523 de morti din randul civililor inregistrati in 2007, provoaca o puternica ingrijorare la ONU”, a precizat UNAMA intr-un raport.

Anul 2008 se dovedeste a fi si cel mai sangeros pentru civili de la caderea regimului taliban, inlaturat in 2001 de o coalitie condusa de Statele Unite ale Americii (SUA).

Millions face starvation in Afghanistan

A social catastrophe is unfolding in Afghanistan. 2008 was the seventh consecutive year of drought and poor harvests and as many as 8 to 10 million people face starvation as the harsh winter sets in and snow falls isolate rural communities. The worst affected provinces are in central and northern Afghanistan where US and NATO forces have exerted almost unchallenged control since the 2001 invasion and claim to have spent billions of dollars on reconstruction and development.
A minimum of 6 million tonnes of wheat and other cereals are needed to feed the country’s population, which has swollen to nearly 30 million after the return of refugees from Pakistan and Iran. Last year just 3.5 million tonnes of cereal were produced with the entire crop being lost in some areas. Over 1.5 million animals-some 10 percent of livestock-also died due to water shortages.
The problem of drought is vastly increased by the lack of water catchments and the backwardness of the country’s irrigation systems. A study by the Afghan Ministry of Water and Energy estimated that 70 percent of available water was lost to evaporation or leakage as it flowed through crumbling, decades-old canals.
The US occupation has done nothing to address the problems. Instead, Afghan communities have sought to overcome the water shortages by tapping into underground basins. The Ministry of Water and Energy estimates that 50 percent of ground water has now been depleted.
The lack of irrigation has contributed to as much as four million hectares of potentially productive land not being cultivated. At some point during the last 30 years of war and political chaos, areas of land have simply been abandoned.
The result is a population dependent on food imports they cannot afford to buy. The price of imported wheat for example, which sells at close to 80 US cents per kilogram, puts it out of reach of many ordinary people whose income is generally less than one dollar a day.
The US and NATO occupation forces were warned well in advance of the risk of widespread starvation this winter. The British Royal United Services Institute wrote in October that Afghanistan faced a “calamitous famine”. The World Food Program (WFP) and other agencies have rushed additional supplies into the country. Susanna Nicol, a WFP spokesperson in Kabul, told the Canadian National Post: “The current situation is extremely fragile.”
WFP and other relief organisations have delivered some assistance. The quantity, however, is insufficient to guarantee food security through the winter. In the province of Badakhshan, in north-east Afghanistan, government officials told the San Francisco Chronicle that after the delivery of 15,000 tonnes of food aid, another 105,000 tonnes were still needed. An official estimated that 1.3 million people in that province alone were at risk of malnutrition.
Malnutrition further weakens a vulnerable population, especially young children, who do not have access to adequate health care, sanitation or basic services such as electricity. According to UNICEF, an estimated 327,000 children under the age of five died during 2006-a year of severe drought.
Diarrhea and acute respiratory infections were responsible for 41 percent of child deaths, while illnesses such as measles and polio that could be prevented by vaccination caused a further 21 percent. Over 50 percent of children who survived beyond five suffer stunted growth.
Overall life expectancy for men and women in Afghanistan is just 44 years old. Women die in child birth at the rate of 1,600 to 2,000 per 100,000 births.
This year, even the Afghan government’s own Health Ministry is warning of a massive spike in the country’s staggering annual death toll. It has estimated that 1.6 million children under five may die.
The prospect of hundreds of thousands of children dying from famine or easily preventable diseases underlines the sheer cynicism of the claim that the US and the major NATO powers have over 70,000 troops in Afghanistan to bring its people “security, governance and economic development”.
The vast bulk of foreign spending in Afghanistan is to sustain the military operations of the occupation forces, which are aimed at crushing the resistance among the Afghan people to the attempt to transform the country in the US-backed client state in Central Asia.
The resources that have been allocated to so-called “reconstruction” have been spent without a coordinated national plan and with virtually no input from the Afghan people. Forty percent of the “aid”-some $6 billion as of mid-2008-did not even reach the country. It was paid out to the Western-based contracting companies and agencies hired to oversee various projects.
Another large portion has been siphoned off by the various political parties, factions and warlords that make up the regime in Kabul. Common practices include inflated salaries for government officials, demands for bribes and rampant overcharging for permits, labour, raw materials and transport.
Even the New York Times, which has consistently supported the occupation of Afghanistan, had to note on January 1 that the US/NATO-backed government of President Hamid Karzai is “shot through with corruption and graft” and “now often seems to exist for little more than the enrichment of those who run it”. Karzai himself told a recent conference: “The banks of the world are full of the money of our statesmen.”
The concern of the occupation powers, however, is not that they have created a dysfunctional and corrupt puppet state or that much of the population faces starvation. It is the realisation that the worsening plight of the long-suffering Afghan people is a major factor in the resurgence of support for the Islamist-led insurgency and the growing casualty rate last year among US and NATO troops.

O fetita afgana a decedat, dupa ce a fost lovita de o cutie cu pliante, care a fost lansata din avion, de catre soldatii britanici, din provincia Helmand. Cutiile in care se pun aceste pliante sunt concepute sa se deschida in aer, pentru ca încarcatura sa se împrastie pe o suprafata cât mai mare. De aceasta data insa cutia nu s-a deschis si a cazut, incarcata, peste fata. Ea a fost ranita grav si a murit la putin timp dupa ce a fost dusa la spitalul din Kandahar. Conform Ministerului Apararii de la Londra, este vorba despre un accident “foarte regretabil”. Gravitatea situatiei este sporita de faptul ca, in mod normal, daca un civil este ranit, militarii britanici îl duc la spitalul de campanie britanic de la Camp Bastion, unde primeste îngrijiri medicale de exceptie. În cazul de fata, nimeni nu a stiut ce s-a intamplat, decat dupa ce fata a murit, la spitalul din Kandahar. Ea este una dintre numeroasele victime nevinovate ale razboiului care a ucis deja în acest an circa 1.500 de civili în Afganistan.

Marjah, Afghanistan (CNN) — Twelve Afghan civilians were killed Sunday when two rockets fired by coalition forces in southern Afghanistan missed their intended target, as the Taliban showed stiff resistance to the NATO assault against the militant group.

“We deeply regret this tragic loss of life,” U.S. Gen. Stanley McChrystal, commander of the International Security Assistance Force, said in a statement. “The current operation in Central Helmand is aimed at restoring security and stability to this vital area of Afghanistan. It’s regrettable that in the course of our joint efforts, innocent lives were lost.”

Coalition forces fired two rockets with the High Mobility Artillery Rocket System at insurgents firing upon Afghan and ISAF forces, but they struck about 300 meters off their intended target, ISAF said.

The incident happened in the Nad Ali district of Helmand province, where NATO forces have launched Operation Moshtarak, a huge offensive by an international coalition of 15,000 troops including Afghans, Americans, Britons, Canadians, Danes and Estonians.

McChrystal conveyed his apologies to Afghan President Hamid Karzai, the statement said.

Coalition forces have also suspended use of the HIMARS pending a review of Sunday’s incident. The intended target was an insurgent compound from where coalition forces were taking direct fire, ISAF said.

NATO, which launched the effort Saturday, announced the offensive before it started so that citizens could get out of harm’s way. Karzai on Saturday had urged Afghan and international troops to exercise “absolute caution” and ensure civilian safety.

Helmand is a bastion of pro-Taliban sentiment and awash with the opium used to fund the insurgency. Marjah, a region known as the heroin capital of Afghanistan, is where the Taliban has set up a shadow government.

The Moshtarak operation also includes securing Kandahar and providing support to the government and police there, British Maj. Gen. Gordon Messenger said in a news release Sunday. The Taliban has had increasing influence in Kandahar.

Officials said Sunday they did not know how many Taliban fighters remained in the Marjah region of Helmand province, but think they may be in the hundreds — some of whom are holed up in civilian compounds.

Taliban forces tried to overrun, successfully in some cases, several positions that coalition forces had secured inside the city, U.S. Marines told CNN.

In one instance, three suspected suicide bombers breached a secure military area near Koru Chareh Bazaar, throwing three or four grenades inside the compound, Marine officials said. The insurgents were killed before they could detonate their bomb vests.

The sporadic firefight continued throughout the day, with an average of two to three Taliban fighters being killed in each battle, the Marines said.

“It is not unusual for the Taliban to melt away to regroup. The threat is still present in the area that they might come back, and our troops are well aware of that,” Messenger told CNN.

“The troops are fighting in very open terrain, especially now during the winter,” he said. “This is a very complex operation but it has worked extremely well.”

Messenger emphasized the cooperation with the Afghan nationals as a key element in both preparing and executing this operation.

“The atmosphere among the locals remains positive, largely because elders on the ground knew about the operation ahead of time,” he said. “The sense is genuinely that the population is prepared to give this a go.”

Provincial spokesman Dawoud Ahmadi said 27 Taliban fighters have been killed. Afghan and international force also discovered a total of 2,500 kilograms (5,500 pounds) of explosives during the operation.

The Taliban spokesman for the Marjah area claimed six Taliban casualties, saying militants had killed 192 Afghan and coalition troops.

In the past, the Taliban has often inflated casualty figures.

“NATO forces have not captured any areas in Marjah from the Mujahadeen,” said Qari Yousif Ahmadi, the Taliban spokesman.

Soldiers on Sunday found a weapons cache in the Nad Ali district that included two 155 mm artillery rounds, four pressure plates, blasting caps and batteries, according to ISAF.

In another incident, coalition forces shot a man who refused to stop as he neared a coalition checkpoint despite repeated warnings to stop. No weapons were found on the middle-aged man, coalition forces said.

Overall, Messenger said, Taliban resistance had not prevented coalition efforts to hold meetings, known as shuras, with local leaders. The coalition has been participating in these meetings to get Afghans on its side.

“There had been, and remained, very little Taliban interference. There had been small arms attacks from a distance which had tested the patrols, but nothing had stopped the mission from progressing or shuras from taking place,” Messenger said.

Officials said they hope Afghan forces and the government will maintain control, win allegiance from the citizens and provide farmers with an alternative to the poppy crops that pervade the region.

“Everyone understands that what has happened over the last 24-48 hours is the easy bit,” Messenger said in a news release. “The hard bit, the challenge, is the enduring effort, is delivering the security which allows the Afghans to start providing for their people.”

NATO i-a confundat pe civilii afgani cu insurgenţi Forţele NATO din sudul Afganistanului au bombardat un convoi de civili omorând 27 de oameni, inclusiv bărbaţi şi femei şi rănind alte câteva, au declarat oficialii afgani.

Cabinetul din Afganistan a numit atacul ca fiind “nejustificat” şi au condamant raidul în “cei mai gravi termeni posibili”.

Oficialii au spus că trei vehicule au fost bombardate, ucigând 27 de persoane, printre care patru femei, un copil şi cel puţin 12 oameni au fost răniţi.

Guvernatorul local şi ministrul de interne au spus că toate victimele erau civili. Generalul Stanley McChrystal, comandantul forţelor NATO în Afganistan, a declarat că este extrem de întristat de situaţia creată.

“Le-am comunicat clar militarilor noştri că misiunea noastră aici este să-i apărăm pe civilii afgani, iar uciderea sau rănirea unora dintre ei ar diminua încrederea în misiunea noastră”, a spus el într-o declaraţie de ieri. “Ne vom dubla eforturile pentru a recâştiga încrederea”.

NATO a mai fost criticat în trecut pentru că s-a bazat pe informaţii proaste şi a lansat atacuri aeriene atunci când nu era neapărată nevoie. Generalul McChrystal şi-a îndemnat trupele să nu mai folosească arme puternice, pentru a da dovadă de ceea ce el numeşte “restricţie curajoasă”.

Preşedintele Karazi i-a cerut coaliţiei să nu mai facă victime printre civili. “Trebuie să atingem punctul în care să nu mai existe pierderi civile”, a spus Karazi. “Efortul şi critica noastră vor continua până când vom atinge acest obiectiv”.

Dar ultimele şapte luni în Afganistan au avut orice altceva decât pace. În luna decembrie NATO a fost acuzat de uciderea a 10 civili, înclusiv opt şcolari, în Narang, cartier din Kunar. NATO a susţinut că făceau parte dintr-o celulă de creare a bombelor.

Victimele civile de ieri vin ca o lovitură şi mai puternică pentru Vest în Afganistan după ce primul-ministru olandez a recunoscut că el nu ar putea preveni ca forţele sale să se retragă în acest an din cauza prăbuşirii guvernului său.

Există temeri cum că şi alte ţări ar putea să se întoarcă împotriva campaniei din Afganistan, cum ar fi Canada, care are cea mai mare rată de victime printre civili şi a promis că îşi va retrage cei 2.800 de militari la sfârşitul anului viitor. O altă grijă este prezenţa continuă a 1.000 de militari australieni. Guvernul Canberra a refuzat în mai multe rânduri să preia conducerea în Uruzgan dacă Olanda se retrage.

Ţările europene par că se zbat să găsească 10.000 de trupe cerute de generalul McChrystal pentru a se alătura celor 30.000 trimise de armata americană. Astfel, se pare că forţele olandeze din Uruzgan vor fi înlocuite de trupe americane, fiind derivate de la operaţiunea lor la atacuri împotriva talibanilor.

4 civili afgani, ucişi de trupe NATO

Trupele NATO au deschis focul asupra unui autobuz în sudul oraşului Kandahar, ucigând patru persoane şi rănind alte 18.

Incidentul a avut loc în această dimineaţă. Un purtător de cuvânt al autorităţilor din Kandahar a spus că printre victime se numără şi o femeie şi un copil. 12 din cei 18 răniţi au fost transportaţi de soldaţii NATO la un spital militar.

După schimbul de focuri, a urmat un atac sinucigaş asupra unei unităţi a serviciilor secrete militare. O mulţime de oameni s-a adunat pe străzile oraşului, pentru a-şi manifesta dezacordul faţă de acţiunile trupelor aliate. Autorităţile au sporit măsurile de securitate, pentru a evita ca protestele să degenereze în violenţe.

Conducerea NATO va investiga incidentul, care vine la scurt timp după ce pe internet a fost postat un film, care arată cum militarii NATO ucid mai mulţi civili.

Kandahar este cel de al doilea oraş ca mărime din Afganistan, iar presa internaţională susţine că oraşul va fi scena unei masive ofensive a trupelor coaliţiei internaţionale în cursul verii.
